Statutory Deductions
Every mandatory payroll deduction for Jamaica employers
Jamaica runs six mandatory payroll deductions on every pay cycle. Each has its own rate, ceiling, calculation base, and penalty structure. Getting one wrong compounds across every employee and every pay period until Tax Administration Jamaica issues an assessment.
| Deduction | Employee Rate | Employer Rate | Ceiling | Calculation Base | Key Notes |
|---|---|---|---|---|---|
| NIS, National Insurance Scheme | 3% | 3% | J$5,000,000/year | Gross earnings | Employee NIS is deductible from gross before PAYE. Total: 6%. |
| NHT, National Housing Trust | 2% | 3% | No ceiling | All taxable emoluments | Employee NHT is NOT deductible for PAYE. Refundable to employees after 7 years. |
| Education Tax | 2.25% | 3.5% | No ceiling | Statutory income (gross less NIS) | Calculated after deducting NIS from gross. Employer contribution is tax-deductible. |
| HEART/NTA Trust Levy | N/A | 3% | No ceiling | Total gross payroll | EMPLOYER ONLY, no employee deduction. Funds vocational training. |
| PAYE, Income Tax | 25% / 30% | N/A | Tax-free threshold: J$1,902,360/yr (Apr 1, 2026) | Chargeable income after threshold + NIS deduction | 25% on J$1.7M-J$6M. 30% above J$6M. Threshold rises to J$1,902,360 from April 2026. |
Total employer statutory contribution: ~12.5% of gross payroll (NIS 3% + NHT 3% + Ed Tax 3.5% + HEART 3%). This is the minimum cost above gross wages. Add benefits and other statutory entitlements to determine true cost of employment.
